TOWN COUNCIL

 

The Town of Prescott is governed by a Council of 7 members, a mayor and 6 councillors elected at-large every 4 years.  The current term of Council is from December 1, 2010 to November 30, 2014 with the next election scheduled for Monday, October 27, 2014. 

 

While the Council oversees the town’s staff, operations and services to ensure tax dollars are spent effectively and efficiently, their main role is to lead the town into the future through strategic planning and community development to create a safe, healthy and economically vibrant community. 
 

Drawing upon input from the local residents and businesses, the Council must set policies and by-laws to reflect the community’s standards and desires for the future.  The Council is committed to working in a very open and transparent way through Council and Committee meetings, all open to the public.

 

The Mayor’s Office, Council mailboxes, Council Chambers and Committee Rooms are all located on the second floor of the Town Hall at 360 Dibble Street West.

 

 

COUNCIL & COMMITTEE MEETINGS


About Council
Formal meetings of 'Council' are held in the Council Chambers at 360 Dibble St. W. on the first and third Monday of each month commencing at 7:00 in the evening. All members of Council meet in a more informal 'Committee' format on the second and third Monday of each month as well as other times as scheduled in advance.  During the summer months of July and August the Council meetings will be held only on the third Monday of each month.

 

In keeping with the Municipal Act and the demand for municipal affairs to be open and transparent, all meetings are to be scheduled in advance with notice provided on this website and to the media and all meetings open to the public unless otherwise stated.  The notice procedures may be waived for emergency situations, while Council may decalre a meeting or part of a meeting 'closed' to the public if the issue in discussion deals with a personnel matter, to recieb or provide legal opinion, or to consider the details for the sale of land.  

 

Delegations

In order to speak at a Council or committe meeting, you must first register as a delegation.  Delegations must register with the clerk by noon on the Wednesday preceding the council or committee meeting. They shall provide to the clerk their name, reason for the delegation, and if they are representing any organization, the name of the agency or other such body on the appropriate delegation request form, avaialable through the Clerk's Department.

Delegations that have not registered must notify the clerk prior to the start of the meeting of council. Before any unregistered delegation is heard, the presiding officer shall seek majority consent from council.

Each delegation is allowed one spokesperson, who will be allowed a maximum of ten minutes to address council. At council´s discretion, this time may be reduced or extended.

The inclusion of a delegation on the council agenda shall be determined on a first come basis and regard shall be given to the length of the agenda.

 

Standing Committees 

Council has divided their work amongst five standing committees.  Each standing committee consists of three members of council plus the mayor as a member ex-officio, however, all members of Council may attend and speak at any meeting.

Community & Protective Services Committee:
This committee is responsible for police, fire, ambulance, emergency planning, animal control, by-law enforcement, health and social services, recreational services, marina, heritage, and culture.

Economic Development, Tourism and Planning Committee:
This committee is responsible for all matters concerning economic development and tourism as well as land-use planning and development.

Finance & Corporate Services Committee:
This committee is responsible for financial and general administrative policies and procedures, licensing, general management of the corporation, strategic and corporate planning and oversees the budget process.

Transportation & Environmental Services Committee:
This committee is responsible for public works including roads, sidewalks, storm sewers, sanitary sewers, sewage treatment, water treatment and distribution, and waste management.

Committee of the Whole:
This committee is made up of the mayor and all council members and is called to address issues that do not fall into one of the other committees or cross-over to more than one committeee.
