Town Official Plan

The Official Plan is an important planning document in every municipality. This is our long range plan and the road map for how we intend develop the community.  

The Official Plan is created through consultation with the community and then approved by the Government of Ontario, after review by several provincial branches. Every community must have an Official Plan. The Plan takes a twenty- year projection into the future and sets policies to direct all decision-making. The Plan is then reviewed and updated every 5 years. 

The Official Plan is more general in its language and broad sweeping in its designation of areas in town for different types of development. However, once the Plan is adopted, the detailed site-specific zoning is adjusted to conform to the, and then every decision of Council and every policy we create should support the goals set out in that plan.

Other sub-plans are created to support the Official Plan such as the Comprehensive Zoning By-law, the Downtown Plan and the Community Improvement Plan.

TAKE NOTICE that the Council of the Corporation of the Town of Prescott adopted Official Plan Amendment 6 on May 28, 2018.                                                                     


The purpose of this Amendment is to modify the Official Plan to ensure consistency with the Provincial Policy Statement and to reflect recent changes to the Planning Act. In addition some policies have been deleted and other policies have been modified or inserted in order to refresh the Official Plan and to allow Council to move forward with revitalization of the downtown core as well as accommodating new development. This Official Plan Amendment does not consist of a comprehensive review under section 26 of the Planning Act. No key map is provided as the amendment applies to the entire corporate limits of the Town of Prescott.

TAKE NOTICE THAT The proposed official plan amendment is exempt from approval by the Ministry of Municipal Affairs.  The decision of the council is final if a notice of appeal is not received no later than June 27, 2018. A Notice of Appeal must be filed with the Clerk of the Town of Prescott and must set out the reasons for the appeal, the specific part of the proposed official plan amendment to which the appeal applies, and must be accompanied by a certified check or money order payable to the Minister of Finance in the amount of $300.

TAKE NOTICE THAT Only individuals, corporations or public bodies may appeal a decision of the municipality or to the Local Planning Appeals Tribunal.  A notice of appeal may not be filed by an unincorporated association or group. However, a notice of appeal may be filed in the name of an individual who is a member of the association or the group on its behalf.

TAKE NOTICE THAT No person or public body shall be added as a party to the hearing of the appeal unless, before the plan was adopted, the person or public body made oral submissions at a public meeting or written submissions to the council or, in the opinion of the Local Planning Appeals Tribunal, there are reasonable grounds to add the person or public body as a party.
