Media Release: Town of Prescott welcomes Economic Development Officer

(Prescott) The Town of Prescott is pleased to announce the hiring of Jacqueline (Jackie) Schoemaker Holmes, PhD, as Economic Development Officer.

Dr. Schoemaker Holmes has served as the Town of Prescott’s Business Retention and Expansion (BR+E) Coordinator for the BR+E process which is a community-based economic development program with a focus on supporting existing businesses.  As the program finishes in August, she will transition into the new, full-time position of Economic Development Officer.

“I am extremely happy to be bringing Jackie on board with us on a full-time basis as Prescott’s first-ever full-time Economic Development Officer,” said Mayor Brett Todd. “Jackie has already been a tremendous addition to our team at town hall. The creation of this position also shows Prescott’s commitment to making economic development a top priority, which will continue this summer and fall with the unveiling of the Business Retention and Expansion recommendations, an economic development strategic plan, and greater work with the recently created St. Lawrence Corridor Economic Development Commission that unites us with our municipal neighbours in Eastern Ontario.”

A Prescott native, Dr. Schoemaker Holmes is a University of British Columbia-trained sociologist who specializes in the study and practice of empowerment at both the individual and the community level. As a researcher, teacher, and community developer, she combines her academic knowledge and community-based experience in all of the community economic development work that she does. Her pan-Canadian experience includes leading both a non-profit women’s and girls’ organization, conducting cutting-edge research in gender relations, digital media studies, immigrant entrepreneurship, and over fifteen years teaching in higher education. 


Dr. Schoemaker Holmes’ work has been published in a variety of venues including peer-reviewed academic publications and edited collections, as well as leading Canadian newspapers and magazines. She is passionate about Prescott and feels deeply honoured and privileged to be doing community economic development in her home town.  


“I am truly honoured to accept a position with the Town of Prescott as it has always been one of my goals to use my experience, education, and expertise in the service of my home town,” said Dr. Schoemaker Holmes. “I could not be more pleased to be Prescott’s Economic Development Officer and I will continue to work very hard for this community which has welcomed me back so warmly and has inspired me with such enthusiasm and vision for Prescott.”
